Sri Lanka Private Sector Development (PSD) Activity – Intermediary Mapping Assessment

The Intermediary Mapping Assessment in Sri Lanka aims to understand the BAS market, identifying prioritized BAS providers (BASPs) based on services, pricing, and technical assistance needs. It also examines SMEs' BAS requirements and willingness to pay. The findings will guide BAS support and financing structures for BASPs, leveraging existing programs and aligning with 2X Criteria. The assessment focuses on developing a robust BAS network, improving services for women-owned/led SMEs, and involving government and private sector actors in supporting the BAS market's development.

The Intermediary Mapping Assessment will provide PSD with a deeper and updated understanding of the BAS market in Sri Lanka. On the supply-side, it will generate a prioritized list of BAS providers (BASPs) delineated by the types of services they offer, pricing of services in the market, and BASPs’, technical assistance needs. On the demand-side, it will identify SMEs’ BAS requirements and willingness to pay. Findings will inform the initial provision of BAS support and the structuring of performance-based financing structures for BASPs to facilitate investments/financing to SMEs. This will be accomplished by leveraging existing BAS programs in the country to identify BASPs that demonstrate significant commitment to providing technical and financial services to the target sectors as well as those who support businesses that align with the 2X Criteria.

 

The Sri Lanka PSD Intermediary Assessment will focus on developing a robust BAS network, improvements in services offered by women-owned/led SMEs, and identify the appropriate role of government and private sector actors to support the development of the BAS market.
