The main objective could be recognized as: To establish and operate 21 farmer producer organizations/agribusinesses in nine districts for a period of one year aiming a positive cash flow which required to be maintained by each farmer company at least during the last two months the assignment. There are many sub-objectives discovered in the TOR which is elaborated under methodology section. which could be an integral part on transforming Farmer Producer Organizations and Agribusiness into a self-sustaining enterprises/organization which could generate their own income in turn reducing the burden of subsidies.

The approach consists of the adoption of the widely used BOT (Build- Operate- Transfer) Process. BOT is a project delivery method used to deliver the desired output which involved both the third-party/private sector and public sector. The breakdown of the stages under the BOT process could be useful to develop a comprehensive methodology to work out the objectives of this project. The final output of this process is to establish a public unquoted farmer company for 21 project clusters in nine districts out of 40 clusters promoted by ASMP. Consultant team responsible for the recruitment of Staff, developing business plans, conducting GAP analysis, Situational Analysis, and conducting Awareness Programme and Capacity building training for the Farmers who are the shareholders of 21 PUCs.
